Overview 

The City of Janesville maintains several paved and unpaved alleys in the City.  Generally, an alley serves residential or commercial properties by providing access to that property. Of all the properties served by alleys, almost all also have frontage on public streets, giving property owners the major benefit of an adjacent alley.

The Operations Division maintains all public alleys.  There are three general provisions for public alley maintenance:

• All unpaved alleys receive grading maintenance periodically at no cost to the property owner.
• All paved alleys will receive minor patching, as necessary.
• Snow removal will be performed on paved and unpaved alleys, with the following provisions:
  •  Snow Removal Priorities:
    1. Arterial Streets
    2. Collector Streets
    3. Residential Streets
    4. Alleys & Public Parking Lots
  • Snow removal may not occur with accumulations less than 3 inches. 
  • Direction of plowing will be at the discretion of the operator.
  • Paved alleys may receive chemical de-icers (salt) at the discretion of Operations staff.
