The goal of the Human Resources Office is to meet the City of Janesville's human resources needs. Our objectives are to:
- Provide effective personnel services to all City departments
- Recruit quality employees
- Provide effective development and use of human resources
The Human Resources Office also provides five major services to all City departments:
Recruitment & Selection
- Managing the steps of a recruitment process from the time a position is authorized to fill through the job offer
- Elements of a recruitment process include:
- determining the needs for the position
- posting and advertising a vacancy
- reviewing and referring applications to hiring manager
- interviewing, selecting a finalist, conducting reference checks, and
- pre-employment testing
Labor and Employee Relations
- Labor contract administration with three Union groups
- research salary and benefit information for contract negotiations
- grievance and interest arbitration
- impact bargaining
- Addressing employee issues
- advising management staff on employee issues, and
- employee discipline research and advice
HR Policies/Benefits/Salary Administration
- Administration of the City's personnel policies, compensation plans and benefit packages
- Payroll processing
- Job classification, development and maintenance of job descriptions
- Conducting and responding to wage and benefit survey
- Employee orientation, employee training, and employee job performance evaluations
- Retirement
Health and Wellness
- Administering the City's self-funded health and dental plans and insured vision plan, maintaining plan documents, providing for premium rate reviews
- Conducting an annual eligible employee enrollment
- Researching and responding to plan questions and concerns, and
- Providing the City stop loss coverage
Worker Compensation
- Administering the City's self-funded worker compensation program for work-related accidents and injuries. Claims are processed and paid by a claims administrator.
