"I was raised just north of Detroit, Michigan and came to Wisconsin to attend school at UW-Madison in 1985. My first real job out of college was with Valley Bank in Janesville so in 1993, I packed up my young family and moved to Janesville. For the last almost 30 years I have called Janesville my home. I am very grateful for all the community has provided for myself and my family.
I have been very engaged in the community and have served on many volunteer boards and committees over the years including; Downtown Janesville Business Improvement District, Forward Janesville Board of Directors, Downtown Janesville Inc., ARISE Now Steering Committee, Janesville Area CrimeStoppers, Janesville Morning Rotary Club, among others. I was honored with the Forward Janesville Volunteer of the Year award in 2017.
For the last 15 years, I have focused my efforts on helping to revitalize Downtown Janesville and am very proud of the success of those efforts. I felt that it was time to take the next step to help guide the City of Janesville and be a part of the continued positive progress Janesville is experiencing.
As a Janesville City Council member, I will be committed to finding balanced solutions to all issues. I will do the necessary research and listen to all sides of the issues in order to make what I feel is the best decision for the City of Janesville. I am excited to embark on this next journey of helping and giving back!"

"I was born and raised in Janesville. I am married and helped raise two children. I am a Captain with the Rock County Sheriff’s Office with over 23 years of law enforcement experience. I promise to bring leadership and innovative solutions to the council.
I have always wanted to serve my community in local government, and serving on the Janesville City Council is an honor for me.
I aspire to give back to my community by becoming involved in local government. I have researched, implemented, commanded, and budgeted for programs. I bring ingenuity, work ethic, strong character, credibility, and strong communication skills to the Janesville City Council."
Michael Jackson
First elected in 2021. Term expires in 2025.
Committee Assignments: Parks and Recreation Advisory Committee, Plan Commission
"I joined the council in April 2021. I am originally from Wichita, Kansas, but I have called Janesville my home for the last 21 years. I pastored New Life Church here for 16 years. One of my two daughters married here, and three of my four grandchildren were born here. Janesville is my home.
Prior to my retirement at the end of 2015, I had been a pastor since 1970. During that time, I have also been a teacher, author as well as community leader. I also used to direct a volunteer emergency medical service outside of Houston, Texas.
I was raised in poverty. Given that, I have a heart for the poor and the disenfranchised. This has translated in my being active in numerous humanitarian efforts including directing two city-wide Day of Compassion events as well as Freedom Fest here in Janesville. I have been active in various health care issues for the uninsured as well as the underinsured as well. I currently serve or have served on numerous boards including the HealthNet Board of Directors, Partners in Prevention board, Redeemed Christian Counseling board, the Rock County Behavioral Health Steering Committee among others.
I am happily married to my college sweetheart Marilyn Jackson. We have two children: Michelle (Todd) Pope of Waukesha, WI and Marci (Phil) Nelson of Janesville. I graduated with a Bachelor of Science degree from Southern Bible College, Houston, Texas and earned my Emergency Medical Technician Special Skills certification from Lee College, Baytown, Texas
I hope to be a nonpartisan voice of unity while I serve on the council. I believe that there has been enough division within America over the past several years. Instead of continuing to point fingers, I prefer that we embrace. Instead of blaming, I pray that we strive to better understand one another. Instead of so much heated rhetoric, I hope that we can again learn to love one another as we continue our quest for life, liberty and the pursuit of happiness."
Heather Miller
First elected in 2021. Term expires in 2025.
Committee Assignments: Alcohol License Advisory Committee, Community Development Authority
"I moved to Janesville in 1997 from Illinois and am currently a south side resident. I’m a mom of six children, with two grandchildren, and come from a law enforcement and military family. I’m a former police officer and married to a now-retired Beloit officer. I’ve been an ECHO volunteer for eighteen years, member of the Parker High School Athletic Booster Board for over six years, and was a youth 4-H and Girl Scouts of America leader for seven years.
I’m also a caregiver and have often been told that there is a feeling of disconnect from the City between elderly and those who have a disability and/or are on a fixed income. I hope to be that voice and renew confidence in our city government process.
I appreciate consistency and accountability and hope to bring a fresh perspective to the table. I look forward to serving our community."
Richard Neeno
First elected in 2023. Term expires in 2025.
Committee Assignments: Community Development Authority, Library Board of Trustees
“I moved to Janesville at the age of 2 and graduated from Janesville Parker. I returned to Janesville 25 years ago. My wife Joan and I opened Lark Restaurant almost 6 years ago, followed by Lark Market and Sandwich Bar. We are proud to have been a part of the downtown redevelopment.
I decided to run for city council in order to help continue and spread development to the rest of the city. Janesville has long been my home and I wish to make it an even greater place to live."
Larry Squire
First elected in 2024. Term expires in 2026.
Committee Assignments: Janesville Innovation Center Board, Sustainable Janesville Committee
"I grew up in Burlington, WI where my family still farms. I graduated in 1979 from the University of Wisconsin – Madison with a degree in Agricultural-Business Management. I had the opportunity to move to Janesville with my wife, Cindy, in 1990. We found “our home” and have loved raising our family here.
I have been fortunate to work with many great organizations in Janesville, including my employer of 25 years, Johnson Financial Group. I retired from there in August 2023. As a banker my most important job was to build relationships in the community and help people find financial success and stability.
I have also had the privilege to serve our community as a board member of the YMCA, Forward Janesville, Janesville Foundation, and the Community Advisory Board of Mercyhealth. I am a member of Janesville Morning Rotary.
I decided to run for City Council because I love Janesville. It is a great community with a lot of momentum. As a member of the City Council, I look forward to bringing a wide range of experiences and relationships together to help find the best solutions for what is NEXT for Janesville.
Paul Williams
First elected in 2016. Term expires in 2026.
Committee Assignments: Plan Commission, Oak Hill Cemetery Advisory Committee
"I have been a resident of Janesville all of my life. My immediate family includes my wife, Mary; two sons and their wives; two stepsons and their wives; two grandsons; twin step- grandsons; and a step-granddaughter.
My parents owned a towing service. I had been towing vehicles since I got my driver’s license 50 years ago. For 20 of those years, I also worked as a legal assistant in Mary’s law office. I am now retired.
My love of Janesville and its citizens led to a strong interest in city government about 25 years ago. In 1999 former Janesville City Manager Steve Sheiffer convinced me to run for city council. I served on the council from 2000 to 2008—vice-president for the 2002- 2003 term and president for the 2003-2004 term. I was on numerous committees and commissions during my tenure. I did not run for reelection because of plans, later aborted, to move closer to a historic restoration project.
I was re-elected to the council in 2016. The ARISE plan, along with the Monterey dam removal and new businesses moving into the city have increased public interest and involvement in city government. I am honored to be a part of the rebirth of Janesville. I hope my hometown values, my daily interaction with the public, my passion for researching council issues, and my council experience will continue to guide my judgment for the benefit of the community."
