The City Clerk-Treasurer's office administers elections, issues municipal licenses, collects payments and prepares property searches. Citizens wishing to obtain information concerning an action or policy of the City Council should contact the Clerk-Treasurer's office. Please contact this office for information about:
- Leased Parking. The City has parking lots downtown with leasable parking stalls. Please call (608) 755-3075 for information regarding availability, costs and locations.
- Notary Public. Documents may be notarized at the City Clerk-Treasurer's office.
- Special Assessments. Please call (608) 755-3074 for information on the amount of special assessments levied for street, sidewalks, sewer and water improvements against a property.
- Tax Bills. The final tax rate for each year is set by the City Council in late November. The Clerk-Treasurer's Office will mail tax bills during the first two weeks of December. Tax payments must be mailed or delivered to the Rock County Treasurer, 51 S. Main St., Janesville, WI, 53545. First installment payments are due by January 31 and the balance is due by July 31. Please note, Rock County will no longer send receipts to customers who mail in their payments; cancelled checks will serve as proof of payment. If a written receipt is needed, a self-addressed stamped envelope must accompany the payment. Please call 755-3074 if you have a question regarding your tax bill. - Lottery Tax Credits. Each year homeowners are able to claim a lottery tax credit on the first installment of their property tax bill. These credits are made available through the revenues from the state lottery, pari-mutuel on-track betting and bingo. To be eligible for lottery tax credits in the current year, you must have owned and resided in your home on January 1. This residence also must be where you live for more than six months of the year. Vacation homes, rental homes, businesses and unimproved land do not qualify for this credit. If you purchased your home after January 1, there are a limited number of circumstances that will allow you to receive the credit this year. The credit amount varies by year and won't be determined until the end of November. For questions, to sign up for the credit or if the credit isn't showing on your tax bill, please contact the Rock County Treasurer's Office at 757-5670 or go to www.co.rock.wi.us to obtain the form.
- Pet Licenses. All cats and dogs, 5 months and older, are required to be licensed. A valid rabies vaccination certificate is required for licensing. A license can be obtained from the Clerk-Treasurer's Office at City Hall (18 N. Jackson Street). Licenses are $15 for animals that are spayed or neutered (proof required) and $25 for animals that have not been spayed or neutered. Licenses may be purchased between December 1 and March 31; after March 31, a $30 late fee per pet will be charged. Please call 755-3073 for questions.
- Zoning Ordinances. Copies of the City's zoning ordinances are available for purchase in the City Clerk-Treasurer's Office. The cost is $15.
- Janesville Municipal Utilities Bills. The Clerk Treasurer's Office issues the Janesville Municipal Utilities Bill. This bill is for the following services: water, wastewater, storm water, fire protection and sanitation. Please call 755-3090 for information regarding your utility bill.
The Clerk-Treasurer is the trustee of all City funds and the custodian of the official City records. The Treasurer's activities involve the establishment of a procedure for processing statements for payments to the City such as tax bills, special assessment charges, parking fees, delinquent personal property taxes, and licenses. The Treasurer's Office is responsible for collecting payment of these statements plus utility bills and landfill fees. In connection with the Treasurer's financial responsibilities, payments and checks are prepared and special assessment tax rolls, notices, bond payments, searches, and deferred special assessment rolls are processed. The culmination of these activities results in daily bank deposits, reconciling bank statements, reviewing investments, and filing required State reports.
The Clerk's activities focus on record preparation, processing, and retention. The types of records that are processed are Council minutes, legal notices, ordinances, resolutions, codes, and policy statements. The Clerk is also responsible for issuing the various licenses required by City ordinances. The Clerk attends the meetings of the Council. The Clerk's office conducts the various elections. Election administration involves registering new voters, processing name and address changes of registered voters, compiling poll lists, processing absentee ballots, instructing election inspectors, and answering inquiries on Election Day. The Clerk must prepare and publish ballots, public notices and file required reports. The Clerk is also responsible for distributing the Weekly Meeting Notice.
