Potholes
Potholes form due to water that weakens the soil beneath the pavement and traffic loading. Winter and spring bring continuous freezing and thawing periods that can have a devastating effect on asphalt and concrete streets.
The Operations Division fills potholes year-round to mitigate the damage to the roadway. During 2019, over 12,000 potholes were filled by City crews throughout the calendar year!
- In the winter months, a temporary patch is made with a "cold mix" asphalt product. "Cold mix" asphalt is used when weather conditions are not favorable for more permanent patching.
- In warmer weather, "hot mix" asphalt is used to as a semi-permanent patch to restore the driving surface of a roadway where potholes form. The City operates a dump truck with a "hook-lift" roll-off style body that heats hot mix asphalt for road application.
- The City of Janesville also owns a single-operator "Pro-Patcher" truck that spray-injects patching material into potholes and larger cracks. This piece of equipment works best on concrete pavement, but it may also be used for bituminous (asphalt) pavement pothole filling.
Pavement Patching
The Operations Division is responsible for performing small to medium sized pavement repairs in areas where excavations occur or pavement is damaged to the point that a simple surface patch will not suffice.
Pavement repairs are completed on small to medium sized areas of pavement if the following occurs:

Water main break

Electrical or plumbing excavation

Pavement "blowup" or heaving

Deterioration of existing repairs

Heavy, localized deterioration of pavement (alligator cracking)
Large-scale pavement rehabilitation, resurfacing, and reconstruction efforts are coordinated through the Engineering Division.
