In 2011 state law banned landfill disposal of used automotive engine oil filters and oil absorbent materials. The ban applies to individuals, farmers, businesses, commercial or industrial facilities and other organizations. The ban is intended to keep these materials out of Wisconsin landfills.

Recycling or properly managing used oil filters and absorbents has many environmental benefits.

  • Recycling used oil and oil filters preserves valuable resources. Both oil filters and oil absorbents contain oil that can be extracted and reused. Motor oil does not wear out -- it just gets dirty -- so recycling reduces the need for new oil.
  • Recycling or properly managing used oil filters and absorbents reduces pollution associated with oil. Spilled oil is one of the largest sources of oil pollution in lakes, streams and rivers. Oil contains toxic chemicals and heavy metals that can pollute surface water or groundwater and endanger human and environmental health.

The landfill ban applies to oil filters from all motorized vehicles, including:

  • Cars
  • Trucks
  • Motorcycles
  • ATVs
  • Snowmobiles
  • Buses
  • Construction vehicles

The landfill ban does not apply to oil absorbent materials, provided there is no free-flowing oil remaining and the absorbents are not hazardous waste.  Materials used to absorb or contain waste oil include:

  • Granular-type absorbents
  • Oil-dry cloths
  • Rags
  • Wipes
  • Paper toweling
  • Absorbent pillows, pads and socks

Disposal Options

Consider these local options for disposal of used oil filters and oil absorbents:
  • Walmart Lube and Tire Express (Phone No. 754-7800) - Located at 3800 Deerfield Drive in Janesville will accept oil filters at no charge.
  • Sears Auto Center (Phone No. 741-2650) - Located at 1915 Holiday Drive in Janesville will accept oil filters at no charge.
  • Lube Pro (Phone No. 756-5818) - Located at 2327 Milton Avenue in Janesville will accept oil filters at no charge.
  • Jiffy Lube (Phone No. 756-4002) - Located at 2306 Humes Road in Janesville accepts oil filters. A fee may apply.
  • Centerway Auto Repair (Phone No. 752-4417) - Located at 509 West Centerway Street in Janesville accepts oils filters. A fee is charged.
  • O'Reilly Auto Parts (373-3189) - Located at 1930 West Court Street.
  • O'Reilly Auto Parts (756-2312) - Located at 2900 Milton Avenue.
  • The Rock County Land Conservation Department holds an annual Clean Sweep Program. Check to see if they will accept used oil filters or absorbents at their next event.
  • Some companies that supply clean absorbents will accept those absorbents after they have been used. Contact the company to see if they offer such a service.
