• Restrict or inhibit any other user from using and enjoying any of the bulletin board services, chat areas, news groups, forums, communities and/or other message or communication facilities.

3. The City of Janesville has no obligation to monitor the bulletin board services, chat areas, news groups, forums, communities and/or other message or communication facilities. However, the City of Janesville reserves the right at all times to disclose any information deemed by the City of Janesville necessary to satisfy any applicable law, regulation, legal process or governmental request, or to edit, refuse to post or to remove any information or materials, in whole or in part.

4. You acknowledge that communications to or with bulletin board services, chat areas, news groups, forums, communities and/or other message or communication facilities are not private communications, therefore others may read your communications without your knowledge. You should always use caution when providing any personal information about yourself or your children. The City of Janesville does not control or endorse the content, messages or information found in any bulletin board services, chat areas, news groups, forums, communities and/or other message or communication facilities and, specifically disclaims any liability with regard to same and any actions resulting from your participation. To the extent that there are moderators, forum managers or hosts, none are authorized. The City of Janesville spokespersons and their views do not necessarily reflect those of the City of Janesville.

BINDING EFFECT. Web Site Linkage and Promotion Assistance Policy

Due to limited resources and the multitude of worthy volunteer and nonprofit community organizations, the City of Janesville provides Web site linkage and promotion assistance as appropriate only to governmental organizations, governmental associations, and non-governmental organizations that meet specific criteria.

Governmental associations may be defined as professional organizations with a primary mission to develop professional skills of City of Janesville staff members and/or serve as a public information clearinghouse. Also, the City of Janesville budget pays employee membership dues for these associations.

Non-governmental organizations may be considered eligible for linkage if they meet the following criteria:

1. Organizations must have a professionally managed, trained and paid staff.
2. Organizations must have nonprofit status (501 [c3])
3. In execution of its organizational mission, the organization must use a City of Janesville-owned facility.
4. The organization must receive operating assistance from the City of Janesville.
5. In execution of its primary mission, the organization must promote a community-wide benefit such as increased tourism.

Many private and non-profit organizations may be reached via hyperlinks from the Web sites of Hedberg Public Library, State of Wisconsin, and Janesville and Convention and Visitor's Bureau; hyperlinks to those named organizations are found on the City of Janesville Web site. However, the City of Janesville is not responsible for the privacy practices or the content of such sites.
