In 2019, the City of Janesville joined other communities throughout the state in entering into an agreement with the Wisconsin Department of Natural Resources to become a Green Tier Legacy Community. The Green Tier program assists organizations in achieving sustainability goals by helping them use a systematic approach to minimize environmental risk. Green Tier helps align business objectives with environmental stewardship. 

The Green Tier Legacy Community program was formed in 2010 with five pilot communities testing and refining the program. In 2021, the program has grown to include 25 municipalities and five counties in Wisconsin. Janesville was the first Rock County member to join the program!

As a member, the City participates in quarterly meetings, networks with other communities, shares information with the public, and produces an annual report on City goals, baselines, and sustainability plans.
