Some city boards, commissions and committees require volunteers to be residents of the City of Janesville, while others allow non-residents to volunteer. Also, some citizen members are appointed by the Council President, while others are appointed by the City Manager.

Sustainable Janesville Council Policy 86 indicates preference for residents, non-residents that own a business in Janesville or non-residents that own property in Janesville, but non-residents may be appointed. In addition, no more than 30% of the committee's membership may be non-residents.  Zoning Board of Appeals Charter Ordinance Chapter 2.20 requires residency of members. City Manager appoints citizen members; Council confirms 
Council Policy 86 requires Police & Fire Commission members to be residents of Janesville. The remaining committees governed by Council Policy 86 indicate a preference for city residents, non residents that own a business in Janesville or non-residents that own property in Janesville, but non-residents may be appointed. No more than 30% of the committee's membership may be non-residents. If the committee or the City Manager recommend to the City Council a non-resident volunteer, information should be shared as to why that person was selected for recommendation.
