The Janesville Water Utility has established a broad incentive program to encourage residents to replace inefficient toilets and fixtures with new ones that are able to conserve and preserve water.  (Water Conservation Plan).

• A rebate of $50 will be offered to individuals who can provide proof of replacing older, inefficient toilets with newer, efficient EPA WaterSense models.
• A rebate of $25 will also be given to residential water customers who can provide proof of replacing old inefficient fixtures (i.e. shower heads and faucets) with efficient EPA WaterSense models.

Look for the WaterSense Label

To apply for the rebate you must submit an original dated sales receipt of toilet or fixture, a rebate application form and a picture showing proof of installation. Please see eligibility guidelines below to ensure full compliance. Mail these items to:

Customer Eligibility for the Rebate

The qualifications to receive a toilet/fixture rebate for single family home, condo or multi-family dwellings no larger than four units are as follows:

1. Rebates are limited to an annual amount of $100 per household. Rebates are available on first-come, first-served basis until funds are exhausted.
2. The property where the toilet/fixture is installed must be a customer of Janesville Water Utility. 
3. New construction is not eligible. 
4. New toilet/fixture must be listed on EPA's WaterSense model list. 
5. Applicant must be the owner of the property listed on the rebate application. 
6. An original, duplicate, or copied dated sales receipt (dated on or after May 27, 2010) listing the make and model numbers, MUST accompany the rebate application. 
7. A picture showing proof of installation is required to be attached to the application in order to receive the rebate, if installed by the property owner.
8. Owners who occupy the dwelling (live full-time at the dwelling) may either use a licensed plumber to install the toilet/fixture or do it themselves. Owners who do not occupy the dwelling (i.e. landlords) must use a licensed plumber to install the toilet/fixture.
9. Old toilets or fixtures cannot be reused. 
10. Applicant agrees and understands that Janesville Water Utility or its representatives reserve the right to inspect the installation of the fixture before or after the rebate credit is mailed out to the applicant. 
11.  Applicant understands that Janesville Water Utility may withhold rebate until any or all of the above listed conditions are met.

**If you are unsure of the vintage of your toilet, you can often check the date of manufacture by looking at the underside of the tank lid. The date of the manufacture is often stamped into the porcelain. If your toilet was made after 1994, it should be an efficient model. Toilets made during the 1980s typically were designed to use 3.5 gallons per flush. Older toilets often use much more water.

Why is Water Conservation Important?

• Water conservation is a regional and national issue as evidenced in Wisconsin communities and in the Southwest and Southeast of the nation 
• Areas as close as Dane County, Waukesha and Milwaukee Counties to our east, and Brown County to our northeast have already begun to experience declining aquifer levels. 
• Communities struggle to address declining aquifer levels and save dwindling water resources. 
• The City of Janesville realizes the importance of addressing this issue at a local level. Though water levels are stable, it is important to plan for continued growth and the impact of greater demand on water aquifers. 
•  If water conservation measures are utilized, the City of Janesville may be able to delay the construction of costly new wells and pumping facilities for future needs.

What should I do with my old toilet or fixtures?

Residents will need to take their former toilet or fixtures to the Sanitary Landfill during open hours; they will not be picked up curbside with trash collection. Residents may drop off at the landfill small amounts of waste (less than 60 gallons) free of charge.
