City of Janesville Comprehensive Brownfields Program

In 2011, the US Environmental Protection Agency awarded Janesville a $400,000 Communitywide Brownfields Assessment grant to inventory and investigate properties that are, or have the potential to be contaminated with hazardous and/or petroleum substances. In 2013, USEPA awarded Janesville an additional $200,000 Areawide Planning grant to prepare a redevelopment and implementation strategy for brownfields properties in the heart of the city, along the Rock River, that would help the City to imagine and prepare for redevelopment opportunities and challenges in some of its most challenging development areas. The City is using these grants as the cornerstones of a long term Comprehensive Brownfields Program to guide the prioritization, assessment, cleanup, and redevelopment of contaminated sites and to monitor the impacts of these Brownfields on our community’s overall health. The goals of the proposed program are to protect public health and the environment, remove blight, and clean-up sites so that they can be reused for economic and community purposes. In addition, the program is intended to provide us with information so we can pursue additional state, federal and private funds to conduct site clean ups and additional site assessments.

Health Monitoring Program

The City of Janesville committed to monitoring community health as part of the Brownfields program and partnered with the Rock County Health Department for assistance.  In 2012, the Rock County Health Department received a grant from the Agency for Toxic Substance Disease Registry (ATSDR) in order to address health concerns related to brownfield sites in Janesville. The purpose of the program is to reduce exposure to contaminants and to improve health outcomes by using community health determinants as a driver for redevelopment strategies. The Health Monitoring Committee supports and guides the program.  To learn more about the program, visit the Rock County Health Department website here.
