Project Description 

The Engineering Division has been studying safety and traffic along the West Court Street corridor between North Waveland Road and North Pearl Street since 2018. The study found that the crash rate along West Court Street is more than double that of the statewide average for urban arterials. To address these safety concerns; the City developed recommended safety improvement projects to reduce crashes, improve safety for bicyclists and pedestrians, maintain efficient traffic operations, and improve compliance with the posted speed limit.

The City was successful in obtaining Highway Safety Improvement Program (HSIP) funding to implement the recommended safety improvement projects which include the following:

  • Conversion of the existing four-lane, undivided cross section to a three-lane cross section with a two-way-left-turn-lane (TWLTL), one travel lane in each direction, dedicated bicycle lanes, and improved street lighting.
  • Reconstruction of pedestrian curb ramps to be Americans with Disabilities Act (ADA)-compliant.
  • New mid-block, and/or non-signalized intersection pedestrian crossings, with median refuge.
  • Improvements to the signalized intersections of North Crosby Avenue, North Arch Street, and North Pearl Street, including:
    • Upgrade signals to monotubes with signal heads over each lane.
    • Provide exclusive left-turn on the West Court Street approaches.
    • Install retro-reflective backplates on all signal heads.
    • Install high-visibility continental crosswalks and countdown pedestrian timers.
    • Add right-turn lanes on the West Court St. approaches at North Crosby Ave.
  • Water main will be reconstructed from North Crosby Avenue to North Washington Street.
