Project Description

The City of Janesville, in collaboration with the Wisconsin Department of Transportation (WisDOT), is in the process of developing plans for the reconstruction of the E Memorial Drive and N Parker Drive interchange between the Rock River and Harding Street.

The Memorial Drive and Ramp Reconstruction project is an STP-Urban project administered by WisDOT, which combines federal and local funds in a cost share. Proposed improvements to the interchange include:

  • Conversion of the existing four-lane, divided cross-section to a single lane in each direction with dedicated merge and exit ramps for the south-to-westbound ramp and east-to-northbound ramp
  • Realignment of ramps to reduce merging conflicts
  • Reconstruction of the pavement structure, including curb and gutter
  • Pedestrian curb ramp replacement to be Americans with Disabilities Act (ADA) compliant
  • Spot replacement of sidewalk and storm sewer
  • Spot relocation of streetlights
  • Railroad signal and crossing upgrades
  • Watermain and hydrant modifications

The project will closely match the existing horizontal and vertical alignments, with minor ramp realignments to reduce merging conflicts. Right-of-way acquisitions and temporary limited easements for curb ramp improvements and grading are anticipated.
