Registering to Vote Before Election Day
Register to Vote during Open Registration
Registration by mail is open until 5 p.m. 20 days before an election. Use form EL-131. During Open Registration, City of Janesville residents may register to vote at the City Clerk-Treasurer's Office, 18 N. Jackson Street. Proof of Residence is needed during open registration. In addition, if you have been issued a Wisconsin driver's license or Wisconsin ID, you need to provide the driver's license or ID number on the registration form. State law now prohibits voter registration the Saturday, Sunday, and Monday before an election, but voters may still register at the polls on Election Day.

Voter Registration Application
To register to vote by mail, download and print the application above and mail the form along with Proof of Residence to:

The registration form must be postmarked at least 20 days before the election. You will need to include a photocopy of one of the following forms of proof of residence which has your complete name, current address and is valid:

A current and valid Wisconsin driver’s license or Wisconsin identification card.

Any other official identification card or license issued by a Wisconsin governmental body or unit.

An identification card issued by an employer in the normal course of business, which has a photograph of the cardholder, but not a business card.

A real estate tax bill or receipt for the current year or the year preceding the date of the election.

A utility bill for the period commencing not earlier than 90 days before the election.

A bank statement.

A paycheck.

A check or other document issued by a unit of government.
The State of Wisconsin requires an original signature on your voter registration form. If you submit a voter registration form via fax or e-mail, you still need to mail the original form to the City Clerk’s Office.
Registering to Vote During Closed Registration
Once registration by mail closes at 5 p.m. 20 days before an election, you may only register to vote in the City Clerk-Treasurer’s Office with Proof of Residence, until the Clerk-Treasurer’s Office closes for business the Friday before the election. If you have been issued a Wisconsin driver's license or Wisconsin ID, you need to provide the driver's license or ID number on the registration form. Registering at the Poll on Election Day
Persons who register or change their address at the polls on Election Day must present acceptable proof of residence. Click here for information regarding proof or residence. If you have been issued a Wisconsin driver's license or Wisconsin ID, you need to provide the driver's license or ID number on the registration form.
Any of the following may be used as proof of residence if it contains the voter's current and complete first and last name, address of residence and is valid:
- A current and valid Wisconsin driver’s license or Wisconsin identification card.
- Any other official identification card or license issued by a Wisconsin governmental body or unit.
- An identification card issued by an employer in the normal course of business, which has a photograph of the cardholder, but not a business card.
- A real estate tax bill or receipt for the current year or the year preceding the date of the election.
- A residential lease.
- A utility bill for the period commencing not earlier than 90 days before the election.
- A bank statement.
- A paycheck.
- A check or other document issued by a unit of government.
