Notice is hereby given that the City of Janesville, Rock County, WI will hold a public hearing on Wednesday, June 19, 2019 at 5:30 PM, prevailing time, in the Council Chambers, Janesville City Hall, 18 N. Jackson Street, Janesville, WI, 53547. The Janesville City Hall and the Council Chambers are accessible to persons with physical disabilities. The purpose of this public hearing is to gather information for the City’s Five Year Consolidated Plan for FY 2020-2024, the Annual Action Plan for 2020, which the City must submit to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME) Entitlement Funds. Additionally, the hearing will be used to solicit the views and comments of individuals and organizations concerning the housing, community and economic development, and fair housing needs in the City of Janesville.
Based on last year’s funding, the City of Janesville anticipates to be notified by the U.S. Department of HUD that it is eligible to receive a CDBG entitlement grant in the approximate amount of $499,568 for FY 2020, based on the previous FY 2019 CDBG allocation. HOME funding for the Rock County HOME Consortium should be approximately $627,836 or FY 2020, based on the previous FY 2019 HOME allocation. These funding levels are contingent upon the final approval of the Federal Budget for FY 2020. The City doesn’t anticipate notice of its funding allocation until Spring of 2020. In order to receive those funds, the City of Janesville must prepare a Five Year Consolidated Plan and a One Year Annual Action Plan for the use of Federal funds. At least 70% of the CDBG funds must benefit low- and moderate-income persons living in the City of Janesville. The City will be preparing its application for CDBG and HOME funds and it intends to afford residents, local agencies, and interested parties the opportunity to become involved in the planning process. All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of the City of Janesville and the use of CDBG and HOME funds to address those needs over the next five (5) years.
