Project Description
E. Milwaukee Street, from Atwood Ave to Ringold St, is being reconstructed in 2025. The Engineering Division is reviewing typical section alternatives and safety improvements to implement as part of the rehabilitation program. The 2022 City of Janesville Road Safety Plan lists the E. Milwaukee Street/N. Garfield Avenue intersection as having the highest crash rate across the City. In its current configuration, there are limited ways to reduce conflicts and improve safety. Additionally, the Janesville Area MPO Long Range Transportation Plan (LRTP) includes a recommendation to add on-street bike facilities along the E. Milwaukee Street corridor. The 2025 reconstruction project provides the opportunity to consider geometric changes, traffic control modifications, and typical section alternatives to address safety and implement recommendations from the LRTP.
Recommended Improvements
E. Centerway/N. Garfield St./E. Milwaukee Street Intersection Recommendation
The Engineering Division completed an Intersection Analysis at the E. Centerway/N. Garfield Ave/E. Milwaukee Street intersections. The analysis included a review of two intersection alternatives to reduce conflict points, improve safety, and consider traffic control modifications at the subject intersections. The recommendation is to proceed with the Alternative No. 1 design as depicted in the image below.
Alternative No. 1 involves removing the free-flow movement on E. Milwaukee St. and realigning traffic through the intersection of E. Centerway and N. Garfield Ave. The intersection of E. Centerway and N. Garfield Avenue is recommended to be controlled with all-way stop control. The Engineering Division has drafted an All-Way Stop ordinance amendment for council consideration.
Typical Section Recommendation
The Engineering Division prepared a Corridor Analysis and is proposing a typical section that will accommodate bi-directional (2-way) bike traffic along E. Milwaukee Street from Jackman Street to Adams Street.
- On the west end of the corridor, within the one-way section of E. Milwaukee, the recommendation is to shift the bike lanes to the north side, including an eastbound counterflow bike lane, creating a 2-way bike facility on the north side of the street as depicted in the image below.
- On the east end of the corridor, from Garfield Avenue to Adams Street, the recommendation is to reduce the westbound direction to a single lane in each direction and add dedicated on-street bike lanes on both sides of the street as depicted in the image below.
